REPORT ON ORDINANCE NO. 4 of 1917.

I have examined the accompanying Ordinance

intituled an Ordinance to make such provisions as

are necessary to enable the Anglo-Portuguese Com-

mercial Treaty to come into force as regards the

Colony of Hongkong, and I am of opinion that the

Ordinance is one which is not contrary to the

Governor's Instructions.
